BIOGRAPHY

Congressman Saludo was at the top of his class all throughout his academic years. He was admitted to the Philippine Bar in 1961, worked as Patent and Trademark Attorney in 1966 and co-founded Saludo, Agpalo, Fernandez & Aquino Law Office and Ledesma, Saludo, Agpalo & Associates Law Office soon after.

He is a well-respected member of the Academe having been a Professor and Head of the Law Department at the Asian Institute of Tourism; past professorial lecturer in Business and Commercial Laws at the College of Business Administration in the University of the Philippines, and Head of its Law Department. He was also a past lecturer of the Development Academy of the Philippines (DAP) and a CPA Reviewer in Commercial Laws. His career milestones include being the Advisory Board Member of the World Intellectual Property Report, USA and Founding President & Chairman Patent Attorneys Association of the Philippines. He is also the legal counsel and adviser to 20 foreign embassies.

Active in business-civic organizations, he was at one time a Charter Vice President of San Juan Jaycees. He became the youngest President of the Manila Host Lions Club, the first in Asia. Subsequently, he was appointed Deputy Governor and General Counsel of the Lions Club International.

He was also the Corporate Secretary and first Vice President of the Manila Polo Club.

In July 1995, after serving as director and subsequently Vice President, he assumed the presidency of the Rotary Club of Manila, the first and largest in Asia and the country's premiere and most prestigious Rotary Club. He holds the singular distinction of the only man in the Philippines to have occupied the presidency of the two most prestigious clubs in the world.

Realizing that he should redirect his energies to the province of his birth, Saludo became involved as member of the Board of Trustees of the Leyte Kalipayan Cultural Foundation, Inc. Later he formed the Doņa Crispina Galdo Saludo Scholarship Foundation, Inc. to honor the memory of his mother, who dedicated her entire life to teaching. The foundation gives annual awards in cash, gold medal and certificates to all High School Valedictorians from both public and private schools. To firm up his commitment to the education of the youth of Southern Leyte, Saludo vowed to donate his salary as Congressman to this Foundation in order to help educate the poor but deserving students of the province.

Congressman Saludo is currently a member of the House contingent to the Commission on Appointments and sits as the Majority Floor Leader. He also holds the chairmanship in the Commission's Committee on Accounts. He is a member of three committees namely: Committee on Legislative Franchises, Committee on Transportation and Communications and Committee on National Defense.

To date, Congressman Saludo has authored and co-authored numerous bills that address various issues such as the environment, education, domestic violence, and youth empowerment, among others.

Saludo filed a landmark bill on dual citizenship which aims tackle the problems experienced by millions of Overseas Filipino Workers (OFW) who have acquired foreign citizenship in their host countries but have remained loyal to the Philippines and have maintained close links with their relatives in the country.

He initiated the investigation of the purchase deal that a foreign-owned telecommunications company has been trying to work out to acquire a mass media company. Saludo stood firm in his belief that such transaction is a blatant violation of the Constitution and filed a resolution in the House of Representatives to investigate any action that will pursue said illegal transaction. Saludo fought to protect the Constitution despite the numerous attempts made to stop the investigation.

Congressman Saludo is a staunch advocate of press freedom and responsible journalism. Saludo keenly criticized several media practitioners for their hasty efforts to sell their news to the public even if it violated basic tenets of the Code of Ethical and Professional Journalism. He believed that there is nothing worse in the media industry than producing reports that will deliberately misinform the public.

Advocate of Proactive and Progressive Politics

Awarded as "The Most Outstanding Congressman for the Year 2001" by the Gawad International award-giving body, and one of the "Most Outstanding First Term Congressmen of the Eleventh Congress" by the Congress Magazine and Makati Graduate School, Congressman Aniceto G. Saludo, Jr. has made the distinction of dedicating his services to the advancement of life in the Lone District of Southern Leyte.

Economy

Congressman Saludo is the father of the Citihood of Maasin. The conversion of the capital town of Maasin into Maasin City has proven to be beneficial not only to Maasinhons but to the entire province as well. Investments started pouring in as the province's economy started to expand. It opened greater job opportunities to the people and reinvigorated economic activities in Maasin and in the nearby towns.

Through his painstaking efforts to bring government services to his constituents, provincial branches of the Social Security System (SSS) and the Government Service Insurance System (GSIS) have opened their doors to more than 20,000 members in the province of Southern Leyte. Transactions became easier and less costly for them.

Believing that he could offer more for his people, Congressman Saludo is currently working for the establishment of local branches of the Board of Pardon and Parole, the Home Development Mutual Fund or Pag-IBIG and the National Bureau of Investigation (NBI) in the province.

Education & Arts

To strengthen basic education and to instill among the youth in Southern Leyte its necessity and importance, Congressman Saludo wasted no time in facilitating the passage of the San Juan National High School and the Sogod National High School. With the enactment of these laws, the apparent lack of sufficient space, teaching facilities and personnel in the existing secondary institutions in the municipalities of Sogod and San Juan were addressed.

Currently, Cong. Saludo is closely coordinating with the House Committee on Appropriations for the immediate release of the funds for Nava National High School. Said school has been enacted in 1996 but is yet to receive its budgetary allocations. He is working for the establishment of more secondary schools in the province. Through his efforts, eighty-four (84) elementary and high schools benefited from the classroom project of the Department of Education (DECS) and the Third Elementary Education Program (TEEP). Fifty-eight (58) classrooms were constructed and fifty-four (54) classrooms were repaired under the TEEP, while fifty-five classrooms were either rehabilitated or constructed through DECS.

Congressman Saludo is working for the integration of five state colleges into the Southern Leyte State University eSystem, patterned after the University of the Philippines (UP) System, by filing House Bill 418 in Congress. He aims to advance the quality of education in the province through specialization and reengineering of courses offered to students. The bill is now being deliberated in Committee on Higher Education.

To further advocate the significance of education, Saludo is now coordinating with various organizations and government agencies to work for the distribution of educational facilities and equipment such as encyclopedia and personal computer sets. He is also planning to sponsor art festivals to showcase the different talents that young Southern Leyteņos possess. Essay writing contests and debates will also be scheduled in different schools soon.

Health

Congressman Saludo worked for the upgrading of the Provincial Hospital by requesting the Department of Health to deliver medical equipment and facilities to the province. He also pioneered various dental and medical missions in the entire province to reach out to his constituents who could not afford to visit physicians. It is also through his efforts that various medicines continued to flow to indigents.

For the first quarter of 2002, Cong. Saludo allotted P2.75M worth of medicines to his district. He is also working for the delivery of two (2) container vans of medical equipment, supplies and medicines through his international networks, being in the international law practice, from the World Medical Relief Inc.

Membership of 10, 000 families to the Philhealth to provide free medical services is also being secured.

Congressman Saludo has undertaken a joint project with Senator Jun Magsaysay for the installation of an efficient watersystem in various schools to provide students with potable and flowing water to improve hygiene and sanitation.

He is also working for the establishment of a Senior Citizens Center to attend to the needs of his aged constituents. On the other hand, he closely coordinated with the office of Senator Manny Villar to facilitate the establishment of 150 day care centers in various barangays in Southern Leyte.

In the 11th congress, Cong. Saludo distributed P5M worth of sporting goods to the youth to encourage them to indulge in sports activities and eventually get rid of the drug menace.

Livelihood

Tewelve (12) multi-purpose cooperatives were established in the Lone District of Southern Leyte because of Cong. Saludo's efforts. Also, many abaca growers benefited from the abaca stripping facilities that he helped secure from the government.

eLivelihood assistance was also delivered to more than thirty-five (35) cooperatives by working closely with the Department of Social Welfare and Development (DSWD) and the Cooperative Development Authority (CDA). Infrastructure

The recent improvement in infrastructures in Southern Leyte is now evident in after Cong. Saludo took his seat as the Representative of the province in Congress. Roads and bridges, waterworks systems and other multipurpose buildings started and continued to sprout.

The Agas-agas Bridge is among the biggest infrastructure projects that was ever undertaken in Southern Leyte. The bridge will address the perennial occurrence of landslides that pose great dangers to motorists along the Agas-agas Road. The project, which costs P324 million, commenced after Cong. Saludo was able to convince representatives of the Japan Bank for International Cooperation (JBIC) that the project is urgently needed in the area.

Ten (10) ports in various municipalities were rehabilitated, roads were repaired and constructed, and the delivery of agricultural goods to commercial centers has never been more efficient after the construction and repair of thirty-eight (38) farm-to-market roads.

Forty-three water systems have also been built to help different barangays and municipalities in their need to have potable water in their locality.

He was also instrumental in the establishment of the new Justice Hall in the municipality of Sogod.

Public Service

Because of his commitment to sincerely serve his people, Congressman Saludo has extended assistance to his constituents in various ways.

Congressman Saludo intervened in the controversial case filed against Pastor Telen who was sentenced to life imprisonment for cutting down two trees in his backyard. The congressman persistently coordinated with concerned agencies to facilitate his immediate release after receiving an unjust verdict from a local court.

Through his intervention, two overseas contract workers who were in distress while in foreign lands were helped. Tiburcio Espina, who was jailed for illegal possession of gold bars while in India, was immediately released from prison through Congressman Saludo's assistance.

Marcelina Evero, an OCW who left the country in 1996 and fell victim to an employer who refused to pay her salaries of four years while in Kuwait, was also assisted.

Congressman Saludo coordinated with officials from the Department of Foreign Affairs and the Philippine Embassy to Kuwait to locate Evero and facilitated her immediate and safe return to the Philippines.
